The failure to produce it when required meant jail until someone took him away. Enough shit the'civil rights. Foreigners who have residence permits, etc., must have identification, period. We Americans in our country did not produce their identity, even when asked by law enforcement for the law unless the behavior of a motor vehicle must have a valid driver's license. Today, Japan must carry their passports or proper identification.
