Noah said the industry's losses beyond the deep water exercises that have been heard to the moratorium, saying: "Make no mistake -- there is a de facto moratorium on drilling in shallow water." Noah said that while the Interior Ministry used to approve drilling permits new surface every 10-15 weeks, there has been no approvals in a month.
