The other members are needed to pass the Armed Services Committee and an amendment to end the policy, when the authorization bill is considered by the full House. Every vote for the repeal of the policy goes against the wishes of Gates, who wants Congress to wait until the Pentagon after an exhaustive study of how the military would carry out the change.
