PRIORITIES: HOUSE PASSES ‘BEER’ RESOLUTION

DID BOEHNER KNOW ABOUT SOUDER? – Two senior House Democratic aides tell HuffPost Hill that reporters had been calling them in the middle of last week, checking into rumors that Souder was having an affair with a staffer. The timeline raises questions about when Minority Leader John Boehner learned of the affair, especially given that the GOP pushed a privileged floor resolution urging the ethics committee to investigate what Democratic leadership knew about the conduct of Eric Massa.


It weakens the underlying bill but is tougher than current law. Here’s Elizabeth Warren, the Harvard prof and consumer advocate: “The compromise today is disappointing, but it does not cut out the states entirely and it ensures that the big banks will face some scrutiny from state officials.” The National Consumer Law Center had a similar reaction, adding that it likes the House approach better. CARPER PRE-EMPTION AMENDMENT PASSES – A compromise amendment from Tom Carper pulled in 80 votes in passing today.

And that means forget about getting Dem priorities done through reconciliation. From The Hill: “By turning to a deeming resolution instead of a regular budget, Democrats would lose the option of using reconciliation instructions over the next year to ease the passage of contentious bills through the Senate by a simple majority instead of 60 votes.” http://bit.ly/9jhypq. CONGRESS UNLIKELY TO PASS BUDGET RESOLUTION THIS YEAR – Kent Conrad told reporters today that the busy schedule and “mixed signals” from House Democrats, many of whom would rather not do a budget this election year, means its unlikely to happen.
