It is a defense easier for the family aspect of the law: the state can offer tax relief to a movie he wants, right? Theoretically, yes. Literally.
The problem is that "non-traditional family values" is too vague. Precourt reports suggest that is a euphemism for "no gay characters," because obviously the ban to make objections. I do not see how language can be left in a legal document, but Florida is very low-List of Governments tolerant of homosexuals.
